# Housing affordability

Affordability is not a single sticker price. It is a relationship between what shelter costs and what a household can pay — income, savings, and the carrying cost of debt. A falling list price can still be unaffordable if incomes or credit conditions move the other way. A rising price can still be serviceable for some households and crushing for others in the same metro.

**No invented figures on this page.** When a claim needs a number, use a named public series and read the latest release. First ship names the series and omits the values.

## Series this desk points to

- **Purchase prices.** FHFA House Price Index (repeat-sales, including GSE-financed homes) and S&P CoreLogic Case-Shiller (repeat-sales on a different sample). They are not the same index and should not be treated as interchangeable “the” national price.
- **Rents.** BLS CPI rent of primary residence and owners’ equivalent rent; HUD Fair Market Rents for program geographies. Private listing sites are not a substitute for those series on this desk.
- **Household cost shares.** Census American Community Survey housing-cost questions. HUD and Census commonly define “cost burden” as housing costs at or above 30 percent of household income — that is a published threshold, not a current national percentage invented here.
- **Incomes and employment context.** Census and BLS household-income and wage series. Affordability claims that ignore income are incomplete.

## What a national headline hides

National indexes average over metros that do not move together. A coastal market and an inland market can sit in opposite parts of the same FHFA or Case-Shiller print. Local work for Nevada belongs on [nevadaeconomicforum.org](https://nevadaeconomicforum.org), not as a national number restated with a city name.

## How to read a claim

Ask three questions before you treat a viral number as load-bearing: which series, which geography, which month. If the answer is “a screenshot with no series,” this desk will not repeat it.
